They state that this section of the route is utilized for the delivery of ammunition to the front lines from the 23rd and 107th arsenals of the Main Rocket and Artillery Directorate of the Ministry of Defense of the Russian Federation (GRAU), which are strategically significant facilities for the Russian military infrastructure.
The 107th arsenal of GRAU, located in Toropets and covering an area of approximately 5 square kilometers, stores Iskander ballistic missiles, Tochka-U missiles, as well as large-caliber artillery shells and munitions for multiple rocket launchers—Smerch and Grad.
The 23rd arsenal, situated 16 km south of Toropets, although smaller in size, holds substantial reserves of tank and artillery shells, high-explosive fragmentation mines, and munitions for mortars, along with anti-tank missiles and guided projectiles.
According to "ATESH", these arsenals play a crucial role in the logistics for Russian troops at the front. The sabotage carried out has complicated the supply of ammunition, disrupting an essential supply line.
The organization further noted that damage to the railway infrastructure deprives the Russian army of the ability to quickly restore its resources at the front.
