The U.S. draft resolution is quite brief, consisting of three paragraphs. It "mourns the tragic loss of life during the Russia-Ukraine conflict," calls for "an immediate end to the conflict," and further advocates for "a lasting peace between Ukraine and Russia."
Russia has proposed an amendment to the draft, suggesting it be phrased as: "calls for an immediate end to the conflict, including the elimination of its root causes, and further urges a lasting peace between Ukraine and Russia."
The Permanent Representative of Russia to the UN, Vasily Nebenzya, described the U.S. draft as "a positive step."
An anonymous Russian diplomat commented to Reuters that if the Russian amendment is accepted by the UN General Assembly, Moscow will vote in favor of the U.S. resolution.
At the same time, the resolution draft from the EU and Ukraine highlights the "full-scale invasion of the Russian Federation into Ukraine" and includes a demand for Russia to "immediately, fully, and unconditionally withdraw all its military forces from the territory of Ukraine within its internationally recognized borders," among other points.
The UN General Assembly does not possess veto power, and its resolutions are not legally binding — unlike those of the Security Council. Nonetheless, these resolutions carry political weight, reflecting a global perspective on the war.
