Zelensky approved a deferment from mobilization for civilians following their captivity.

President Vladimir Zelensky has signed a law granting deferment from military conscription to civilians who have been captured.

This is mentioned in the law card №12104 on the parliament's website.

The Verkhovna Rada sent the adopted bill for the president's signature on November 20. On December 31, the head of state returned the law with his signature.

It is important to note that the document amends Article 26 of the Law on "Military Duty and Military Service." It states that individuals who have been held captive by Russia may only be conscripted into military service with their consent.

The law also grants soldiers the right to resign from service following the death or disappearance of their half-brother or half-sister.

Additionally, it is worth mentioning that journalist and former prisoner Vladimir Fomichev appealed to President Volodymyr Zelensky and the top political and military leadership of Ukraine to grant civilians who have been held captive by Russia the right to defer mobilization.

According to him, he has attempted to enlist in the Armed Forces of Ukraine several times, but after a special check by the Security Service of Ukraine, he was denied. Fomichev claims that this may be linked to his captivity in Russia, as the SBU "sees risks in this, perceives potential contacts with the occupied territories."
