This is reported by BBC News Ukraine, citing its own sources within Zelensky's team.
Zelensky has already instructed the authorities to develop proposals for what is referred to as an internal action plan, which would assist the country in enduring the conditions of war. This plan will specifically address internal decisions related to the defense industry, social policy, the economy, and more.
It is noted that this plan is not an alternative to the victory plan recently presented by Zelensky.
“The president has already given the directive to develop this plan. It should be prepared and presented to Ukrainians by the end of the year. The goal is to do everything possible to maintain unity and achieve results in various areas of the country's development,” explained a source from the publication.
On October 16, Ukrainian President Volodymyr Zelensky publicly presented the victory plan.
It consists of several points: the first is geopolitical, involving an immediate invitation for Ukraine to join NATO; the next two are military; the fourth is economic; and the fifth concerns security. The first four are designated for the wartime period to conclude it, while the fifth is for the post-war phase.
According to Zelensky, if the plan is successfully implemented, the war could end no later than the next year—2025. He states that the plan will help “force” Russia to participate in the second World Summit and be ready to conclude the war: “And this is not ‘freezing.’ And this is not trading territories or Ukraine's sovereignty.”
