This is evidenced by presidential decree No. 883/2024.
The document states that the holiday was established for “strengthening the unity and harmony of the Ukrainian people, affirming Ukrainian national and civic identity, and promoting the free development of the cultural diversity of indigenous peoples and national minorities of Ukraine.”
This holiday is also essential for honoring the contributions of indigenous peoples and national communities in upholding the state sovereignty and independence of Ukraine.
As a reminder, back in 2023, Volodymyr Zelensky signed a law on national minorities, which provides additional guarantees for national communities and is one of the recommendations from the European Commission on Ukraine's path to the EU.
Although this document regulates the rights of national minorities, it stipulates that their rights and freedoms may be restricted in accordance with the law in the interests of national security.
