This was stated by Prime Minister Denis Shmyhal at an off-site Cabinet meeting on December 27 in the Zaporizhzhia region, as reported on the Government portal.
According to the head of the government, only those displaced persons who spend more than 20% of their income on rent will be able to apply for the new subsidy.
Additionally, Shmyhal noted that the state will compensate landlords for a portion of the income taxes when renting out apartments or houses to IDPs under an official contract.
According to data from the Ministry of Social Policy, as of December 20, there were 4.6 million internally displaced persons in Ukraine. The highest numbers are in Donetsk and Kharkiv regions.
A survey by the International Organization for Migration revealed that 60% of displaced persons spend more than half of their family income on rent. On average, this amounts to 8500 hryvnias including utility bills.
Therefore, in October, the Cabinet of Ministers approved a pilot program to provide rent subsidies to displaced persons, but only in nine frontline regions. This includes the Luhansk region, which is almost entirely occupied.
To receive the subsidy, it is necessary to formalize an official contract with the landlord and submit it to the Pension Fund of Ukraine.
