The former deputy of Zaluzhny has been appointed as the deputy to Umerov.

Ukrainian President Volodymyr Zelensky has dismissed Yevgeny Moisyuk from his position as special representative for the implementation of international security guarantees and the development of Ukraine's Defense Forces. Moisyuk will take on the role of Deputy Minister of Defense.

The departure of the military is mentioned in President Zelensky's decree No. 74/2025.

He will be appointed as the Deputy Minister of Defense under Rustem Umerov, reported government representative Taras Melnychuk in the Verkhovna Rada.

Mytsyuk held the position of Special Representative for less than a year — since February 13, 2024. At that time, Zelensky stated that the position was created amid the restructuring of state institutions.

“We are creating a fundamentally new system of security relations for Ukraine with the leading countries of the world, and every element of such relations must be fully realized. There should be no declarations without substance,” the president said.

What else is known about Mytsyuk?

Previously, he commanded the Air Assault Forces and the 81st Air Mobile Brigade. He participated in the Russo-Ukrainian War, notably commanding the defense of Donetsk Airport.

From 2021 to 2024, he served as the deputy to then Commander-in-Chief of the Armed Forces of Ukraine Valerii Zaluzhnyi.
