Russian intelligence agents were planning a terrorist attack in Kyiv that could result in numerous casualties, according to the Security Service of Ukraine (SBU).

Law enforcement authorities apprehended a man and a woman who were allegedly planning to detonate homemade explosives in a crowded area of Kyiv on behalf of Russian intelligence services. Their aim was to instill panic within Ukrainian society.

According to investigators, a 20-year-old resident of Zaporizhia was seeking employment in Telegram channels, where she was remotely recruited by Russian intelligence.

Specifically, the woman was in contact with a staff officer of the Russian GRU, who was located in the temporarily occupied territory of the Zaporizhia region.

The suspect received instructions from the Russians on how to manufacture explosives. She was to use two mobile phones connected to a detonator with plastic explosives, which she was supposed to retrieve from a concealed stash. The geolocation of this stash was planned to be provided to her ahead of the terrorist act.

The goal of the attack was to maximize casualties among the civilian population of Kyiv to incite panic among citizens.

The 20-year-old woman from Zaporizhia involved her 26-year-old partner in working for the Russians. Together, they were tasked with carrying out another "test" assignment from the Russian special services — to set fire to military equipment of the Armed Forces of Ukraine near Zaporizhia.

Both were apprehended while attempting to ignite a combat vehicle (BMP) that the military was using to carry out missions on the southern front. Authorities seized the tools of the crime and mobile phones containing evidence of their activities in favor of the Russian Federation.

The woman and the man were informed of their suspicion under Part 2 of Article 28 and Part 2 of Article 111 of the Criminal Code of Ukraine (treason committed by a group of individuals in conspiracy during a state of war) and were taken into custody without the right to bail.

They face life imprisonment with asset confiscation.
