An official unjustifiably transferred nearly 2.8 million budget hryvnias to a private firm

Law enforcement in the capital have sent an indictment to the court regarding a KCSA official whose negligence resulted in losses to the local budget amounting to nearly 2.8 million hryvnias.

This was reported by the Kyiv police communication department.

The pre-trial investigation has been completed. The indictment, along with the materials of the criminal proceedings, has been forwarded to the court.

According to the investigation, in 2022, a 43-year-old head of one of the KCSA departments announced a tender for the removal of car tires used at the capital's checkpoints. Approximately 4 million hryvnias were allocated from the city budget for this purpose.

“However, the winning company did not fully meet its obligations, as it lacked production capacity, and part of the collected tires was turned into a makeshift dump in one of the settlements in the Kyiv region. Meanwhile, the official, without verifying the complete fulfillment of the service, signed the act of completed work and the corresponding payment,” the police reported.

As a result, approximately 2.8 million hryvnias were unjustifiably transferred from the city budget to the company’s account.

In June 2024, investigators notified the official of suspicion under part 2 of Article 367 of the Criminal Code of Ukraine – negligence that caused severe consequences. The sanction of this article provides for imprisonment of up to five years with a prohibition on holding certain positions or engaging in certain activities for up to three years, as well as a fine ranging from 250 to 750 non-taxable minimum incomes of citizens or without such.

It is worth noting that recently the NABU announced a wanted notice for former Kyiv City Council deputy Denys Komarnytskyi, who is suspected of creating and managing a criminal organization aimed at seizing capital land. Earlier, within the same case, the deputy head of the KCSA Petro Olenych and the head of the Kyiv City Council land commission Mykhailo Terentiev were detained.
