Journalists from the YouTube project "In the Shadow of the Chestnut" continue to report on the advisors to the city mayor
The advisors to the Mayor of Kyiv, Yaroslav Lahuta and Ihor Shcherbak, previously held high positions in two district state administrations in the capital.
The activities of these officials and more are discussed in the second part of the YouTube project “In the Shadow of the Chestnut”.
Specifically, Lahuta was appointed acting head of the Darnytsia District State Administration in 2019, and by 2020 he took the position of head of this district administration.
Meanwhile, Shcherbak served as deputy head of the Dniprovskyi District State Administration in 2014, and by 2020 he received the head position.
As the journalists note, just like the former head of the Shevchenkivskyi District Administration, Oleg Haryaha, Vitali Klitschko did not overlook Lahuta and Shcherbak: after their dismissal in 2022, the mayor appointed them as his advisors.
Why would the Mayor of Kyiv appoint former heads of district administrations as advisors?
“This demonstrates that, of course, Klitschko is trying to retain these people. He doesn't have many options for where to assign them because they are only interesting to him as executors in the districts. He can't assign them to departments because they are not such versatile specialists. These are individuals who have honed their skills in the districts, working in district state administrations. Some were deputies and so on. They were very well acquainted with local 'fixers', corrupt officials involved in state procurement. They have refined these schemes, and it was important for Klitschko to keep them,” says Kyiv activist, veteran, and lawyer Oleg Symoroz.
