The analyst shared with journalists from the YouTube project "Kashтан. Interview" the reasons and consequences of this negative phenomenon
Over the past few years, there has been a significant increase in cases of child violence in Ukraine. At the same time, children and teenagers are expressing aggression not only towards their peers but also towards adults.
This was reported to journalists of the YouTube project “Kashтан. Interview” by Aksana Filipishina, an analyst from the Ukrainian Helsinki Human Rights Union.
“Today in Ukraine, we are witnessing a very alarming trend that began before the full-scale invasion, in 2021: over the last three years, we have seen an increase in manifestations of violence among children. Prior to this, there was a stable decline in the level of juvenile delinquency,” said Aksana Filipishina.
According to her, the full-scale invasion of Russians into Ukraine has caused a surge in juvenile delinquency, which can be explained by many factors. As Filipishina noted, this is influenced not only by the war but also by its related aspects concerning the psychological state of society, the situation in the country, and the information environment in which children live.
“The child population of the country has significantly decreased. At the same time, criminal behavior among children has become more prevalent. This means that the indicators have likely increased — possibly even several times,” the analyst pointed out.
She also emphasized that there is no consistent unified strategy or concept for preventing offenses among children in Ukraine.
“One ministry implements its own policy. The Ministry of Internal Affairs, through the National Police, implements another policy, and the Office of the Prosecutor General, of course, performs its function,” the expert expressed concern.
